Accessibility statement
Our target is WCAG 2.2 Level AA across this site and the customer portal. Here is where we stand against it, including what is not there yet.

Our commitment
Our customers include property-services professionals across a wide range of ages and working conditions, often reading under deadline pressure. Accessibility is part of the work being usable, not a compliance exercise bolted on afterwards. We build to WCAG 2.2 Level AA and treat a failure against it as a defect.
What we build to
- Body text meets a 4.5:1 contrast floor against its background; large text meets 3:1. Placeholder text is held to the body floor rather than the lower one.
- Every interactive element carries a visible focus state.
- The site is navigable by keyboard throughout — primary navigation, the services menu, the FAQ accordions, the mobile menu, and the order and account forms.
- Colour is never the only carrier of meaning; state is paired with a label, shape, or icon.
- Animation respects prefers-reduced-motion, and no content is hidden behind an animation that must run to reveal it.
- Body text does not drop below 16px on customer-facing pages.
Known limitations
Stating these plainly is more useful than claiming full conformance.
- Reports are delivered as PDFs. Our PDFs are generated from structured source and carry readable text rather than page images, but they are not yet tagged to PDF/UA. If you need a report in an alternative format, ask and we will produce one.
- Retrieved municipal documents are reproduced as the records office supplied them. Many are scans of paper originals and are not machine-readable. That is a limitation of the source record, and we will read one to you or transcribe a passage on request.
- The administrative interface used by our own staff is held to a lower priority than the customer-facing surfaces.
Assessment
We test against the WCAG 2.2 AA success criteria during development using a combination of automated checking and manual keyboard and screen-reader review. This statement reflects the state of the site as of the review date above. A written VPAT can be produced on request for procurement purposes.
